Digital Accessibility Statement and Progress Report
Colorado HB21-1110 is legislation requiring state and local government entities to ensure their digital content is accessible to individuals with disabilities. HB21-1110 provides that unlawful discrimination includes the failure of a unit of local government to develop a plan meeting certain accessibility standards and to implement such plan on or before July 1, 2024.
Under Colorado HB24-1454 the Upper Yampa Water Conservancy District (the District), as a unit of local government, is immune from liability for failure to adopt and implement such accessibility standards until July 1, 2025 if the District demonstrates good faith efforts toward compliance with such standards or makes good faith efforts toward resolution of a complaint of noncompliance.
The District is working to ensure that its online presence is accessible to provide equal access to information and services to all by including technologies which provide service to those with disabilities, as required by law.
The District submits this progress-to-date report to demonstrate its concrete and specific efforts toward compliance with the standards. As of July 30, 2024, the District’s website has been revised and updated so that it scores 95% on accessibility based on an audit report from Google Lighthouse, an open-source, automated tool for measuring the quality of web pages. The District will continue to update and improve accessibility to its website to meet required standards on or before July 1, 2025.
