UYWCD Board of Directors
The Upper Yampa Water Conservancy District is governed by a board of nine directors. The nine member Board of Directors from three divisions, three representing each division, are appointed by the District Judge to serve staggered four-year terms and establish policy and strategic direction for the District.

Doug Monger is a Fourth-Generation Routt County Native.
Mr. Doug Monger represents Area 1 and has been a board member of the UYWCD since 1998. He currently serves as the Board President.
Doug is a Fourth-Generation Routt County Native and was raised on the family ranch located 2 miles up the Elk River from the confluence with the Yampa River. He graduated from Steamboat Springs High School, and later graduated from the University of Northern Colorado with a Bachelor of Science in Finance and Accounting.
Doug, a lifelong rancher, currently lives 2 miles east of Hayden Colorado on a 400-acre irrigated hay ranch. The 400-acre family ranch along with leased acreage supports a 200 head cow herd, and produces over 500 tons of irrigated hay. The ranch is on the Walker and Williams Ditches, both sporting 1892 senior water rights.
Doug also has had a small accounting practice since 1978; he deals with small businesses and individual income tax preparation.
Doug served as a Routt County Commissioner from 2001 to 2020. He serves on the Colorado Counties Inc. Land Use, Rural Affairs, Public Lands, Health and Human Services Steering Committees, and has also served on the Special Water Resources Subcommittee. Doug also has served as the President of Colorado Counties Inc., and as Chairman of the Western District of Colorado Counties, Inc., he has also chaired several task forces for Colorado Counties including Water, Severance/Federal Mineral Lease.

Tom served as president of the Routt County Bar Association, and on the Board of Governors and a Vice President of the Colorado Bar Association. He is a fellow of the American Bar Foundation and the Colorado Bar Foundation. Aside from water law, his practice specialized in real estate, commercial, banking, utility, and special district law.
Mr. Sharp has been active at the local, regional and state levels in water matters. He served for 20 years on the Colorado Water Resources and Power Development Authority Board of Directors, including two terms as Chairman. He was a board member of the Colorado Water Conservation Board from 2004 to 2007. He is a past-chair of the Water Law Section of the Colorado Bar Association. He served for 13 years as the Routt County representative on the Board of Directors of the Colorado River District, including a 2-year term as Chairman of the Board. He is currently on the Executive Committee of the Upper Yampa Water Conservancy District.
Mr. Sharp is active in many community and service club endeavors. He has been a bank director for more than 30 years, and served 9 years on the local school board. He is serving his second term as a Director of the Yampa Valley Community Foundation.
Mr. Sharp was part of the Water for the 21st Century (HB1177) process, and served 8 years as the first Chairman of the Yampa-White Rivers Basin Roundtable.
